Head of NATO Unit of the All-European Cooperation Department, Ministry of Foreign Affairs of the Russian FederationDmitriy Talanov was born 1957 in Zakarpatskaya oblast, USSR and graduated at the Moscow State Institute of International Relations (1975-1980). He previously served as attaché of the USSR Embassy in Burkina Faso (1981-1984). In 1984-1988 he worked as attaché and Third Secretary – First at the Second African Department of the MFA. Since 1988 until 1994 he was the Second Secretary of the USSR Embassy in Zaire. Afterwards, he was First Secretary at the Department of All European Cooperation, MFA (1995-1997) and First Secretary of the Russian Mission to NATO (1997-2002). Since 2003 he serves as the Counsellor, Senior Counsellor at the Head of NATO Section, Department of All European Cooperation, MFA. Dmitry Talanov speaks English and French fluently.
