Mr. Heintzelman oversees the newly created section of ESA tasked with enhancing security relations and related dialogue with NATO and the European Union.  Formerly, he was a member of the Office of Strategic Issues where he served as the Department’s working-level representative to the Department of Defense’s Nuclear Posture Review.  He was detailed to the Verification, Compliance, and Implementation Bureau’s front office from 2004 to February 2009 to assist in addressing high priority issues.  From June 2006 – January 2007, he served as the Acting Principal Deputy Assistant Secretary of that Bureau.  Among other duties, he has chaired the Korean Technical Working Group, an interagency verification and elimination working group established by the NSC to support the complete, irreversible, and verifiable elimination of the DPRK’s nuclear and nuclear weapons programs.  In the past, he developed and directed implementation of the U.S. strategy to assist in Libya’s elimination of its WMD programs and MTCR-class missile systems and co-chaired the team that developed and directed the implementation of “Project Sapphire” – the removal of weapons-grade uranium from Kazakhstan to the United States for safe keeping.
